Before and After School Programming (BASP)

Overview of BASP

Manchester Public Schools (MPS) has teamed up with Manchester Early Learning Center (MELC) to offer a more comprehensive before and after-school program experience (BASP). Our new model aims to align the school day curriculum with our BASP. We are very excited about this new partnership with MELC and look forward to expanded enrichment opportunities for our students.

Below is a quick snapshot of key members of this partnership:

  • MELC Program Managers – each elementary school will have a full-time program manager from MELC working in the school building during the day. This allows for collaboration between the program manager and school staff. It also gives the program manager the opportunity to know our students.
  • MPS Certified Teachers – each elementary school will have a certified teacher working from 4:00 p.m. – 5:00 p.m. in the Homework Lab. Teachers will collaborate with the program manager and other school staff to develop BASP enrichment programs and an interactive learning environment.

Costs and Financial Aid

The costs to attend the Before and After School program are as follows:

  • Morning program only $136/month
  • Afternoon program only $196/month
  • Both Morning & Afternoon programs $324/month


Our efforts to make this as affordable as possible for all families are ongoing. We understand that some families have financial challenges. Should your family require financial assistance for BASP, below is a list of options you may find helpful:

  • Reduced fees for families through a grant from the Office of Early Childhood

Manchester Early Learning Center (MELC) is in the process of applying for a 21st Century Grant. If awarded, the grant will assist in supporting after-school programs at Washington Elementary and Verplanck Elementary that provide academic enrichment opportunities during non-school hours for children, particularly students who attend high-poverty and low-performing schools. The program helps students meet state and local student standards in core academic subjects, such as reading and math; offers students a broad array of enrichment activities that can complement their regular academic programs; The 21 Century Grant Application is available for public review by contacting Manchester Early Learning Center at (860)647-9659.

Who can attend BASP?

BASP is for Manchester students currently enrolled in Kindergarten through 5th grade

What are the before and after-school hours?

Before school hours are: Monday through Friday, 7:00 a.m. – 9:00 a.m.

After-school hours are: Monday through Friday, 3:30 p.m. – 6:00 p.m.

What will my child do in BASP?

First, students will have dinner. Students will then work on their homework or participate in an enrichment activity. Finally, students will end their day with a recreational activity.

What does it cost?

  • Morning program only $136/month

Is financial aid offered?

What happens if school closes early?

Students in the afterschool program will remain in school at BASP until 6:00 p.m. on days when schools have an early dismissal due to scheduled half days on the school calendar. If schools are closed early due to inclement weather, After School programming not be offered.

What happens if schools are delayed?

Before school program will be closed. After school will remain open unless schools close early due to inclement weather or other reasons.
