Regional School Choice

Regional School Choice Office (RSCO)

The Regional School Choice Office (RSCO) was created by the Connecticut State Department of Education (CSDE) to manage the Open Choice and magnet school lottery process for districts in the Greater Hartford area.

School choice gives parents the opportunity to select an elementary or secondary school for their children outside of their local district. The program was developed in response to the 1997 Sheff v. O’Neil court decision and aims to “reduce racial, ethnic and economic isolation” (Public Act 97-290).

The official RSCO website provides detailed information about participating schools, the application process, the annual lottery, and transportation options.

If a student is selected through the lottery to attend a magnet or Open Choice school, families must complete an annual residency verification form. This form is sent by either Manchester Public Schools or the attending school and ensures all residency information remains current.
