Title Grants
Title I, Part A is the U.S. Department of Education’s largest K-12 grant program. The Connecticut State Department of Education supports local school districts in using their Title I funds to improve student outcomes. Title II Part A supports preparing, training, and recruiting High Quality Teachers and Principals in accordance with the Elementary and Secondary Education Act of 1965, as amended by the Every Student Succeeds Act of 2015.
Title I, Part A - Overview
Title I, Part A is the U.S. Department of Education’s (ED) largest K-12 grant program. It provides supplemental funding to LEAs to help schools improve learning outcomes for underserved students. The purpose of Title I is to provide all children “significant opportunity to receive a fair, equitable, and high-quality education, and to close educational achievement gaps” (Every Student Succeeds Act, SEC. 1001. [20 U.S.C. 6301]).
The Connecticut State Department of Education (CSDE) provides subgrants to Local Education Agencies (LEAs). These funds can support a wide range of activities to help Title I students meet state academic standards and provide a well-rounded education.
Title II, Part A - Overview
The purpose of Title II, Part A is to:
- increase student achievement consistent with the challenging state academic standards;
- improve the quality and effectiveness of teachers, principals and other school leaders;
- increase the number of teachers, principals and other school leaders who are effective in improving student academic achievement in schools; and
- provide low-income and minority students greater access to effective teachers, principals and other school leaders.
Title III, Part A - Overview
Title III, Part A, English Language Acquisition Grant is designed to improve the education of English Learner (EL) children and youth by helping them learn English and meet challenging state academic content and student academic achievement standards. The program also provides enhanced instructional opportunities for immigrant children and youth. Funds are distributed to states based on a formula that takes into account the number of immigrant and EL students in each state. The purpose of Title III is to help ensure that English learners, including immigrant children and youth, attain English proficiency and develop high levels of academic achievement and assist teachers (including preschool teachers), administrators, and other school leaders in developing and enhancing their capacity to provide effective instructional programs.
Title IV, Part A - Overview
Title IV, Part A, Student Support and Academic Enrichment Program Grant provides funds to enhance student access to well-rounded education, improve school safety, and increase digital literacy. The purpose of Title IV is to improve student academic achievement by increasing the capacity of Local Education Agencies (LEAs) to offer well-rounded education, safe and healthy learning environments, and effective use of technology.
Focus Areas:
- Well-Rounded Education: Activities include STEM, music, arts, foreign languages, and accelerated learning (AP/IB).
- Safe and Healthy Students: Programs often include mental health services, drug/violence prevention, and school-based counseling.
- Educational Technology: Increased access to devices, digital literacy, and professional development.
